ToR: Request For Proposal For Consultancy Services To Conduct Market Assessment And Develop A Roadmap For SEforALL Powering Healthcare Programme In Kenya
Background
Sustainable Energy for All (SEforALL) is an UNOPS hosted programme working with leaders in government, the private sector and civil society to drive further, faster action toward achievement of Sustainable Development Goal 7 (SDG7), which calls for universal access to sustainable energy by 2030, and the Paris Agreement, which calls for reducing greenhouse gas emissions to limit climate warming to below 2° Celsius. Achieving these goals will require a radical rethink of the way we produce, distribute, and consume energy. SEforALL is at the heart of this foundational shift to ensure no one is left behind. Drawing on data and evidence, we identify a critical path to success in achieving SDG7.
Former UN Secretary-General Ban Ki-moon launched the Sustainable Energy for All initiative in 2011. Now an independent organization, we maintain close links with the UN, including through a relationship agreement, partnerships with UN agencies and with SEforALL's CEO acting as the UN Secretary-General's Special Representative for Sustainable Energy for All and Co-Chair of UN-Energy. These roles include advising the UN Secretary General and his staff on issues relating to sustainable energy and the implementation of SDG7 and supporting the coordination of sustainable energy issues in the United Nations system.
The ambitions of SDG7 are extraordinary. Aiming to achieve them in the context of the Paris Agreement on climate change involves transformation at a scale never undertaken before. Swift action must be taken by Leaders in governments, private sector companies, institutions, financiers, development banks, unions, communities, entrepreneurs, and civil society. As we enter the final decade to achieve SDG7, SEforALL has strategically chosen to strengthen global agenda-setting while expanding its activities to an engagement model that prioritizes data-driven decision-making, partnerships with high-impact countries and implementation on the ground. The new SEforALL three-year business plan outlines “results offers” that scope out our planned interventions and demonstrate to our funding partners the impact of their support.
Objectives Of The Consultancy
The selected firm will conduct a comprehensive desk review and provide a detailed report with the following information:
- How many healthcare facilities lack power. Provide a baseline on the number (%) of health facilities unelectrified or unreliably electrified, ongoing initiatives to bridge the gap, and what is the current gap. Other statistics (like the Nigeria report) can also be provided?
- What are their energy needs?
- What technologies are best suited to meet these needs?
- What are the technologies available in the local market?
- How much will they cost Provide estimate of investment needed to bridge the gap based on information such as estimated cost/W for CAPEX and OPEX
- Expected financial benefits from solarization of facilities (energy bill reduction, potentially also in health benefits etc.
- List the empanelled private sector providers.
- What sources and what level of funding is available for the initial investment and long-term operation of these facilities?
- What is the more appropriate 'business model' for delivering these solutions? Landscape of current business (operational) models and recommendations on how they can be enhanced for long term sustainability
- Landscape of different development partners in Kenya and their interventions
- What are the current challenges?
- How is impact measured?
- What are the future trends (technology, policy, financing, etc.).
- Provide practical recommendations to support the government and its development partners in terms of the planning and coordination of HFE efforts.
- Review success and failures of similar projects and provide recommendations on policies/regulations that should be incorporated/amended.
- Provide best practices from other countries etc.
- Provide analysis of cost benefit analysis of electrifying facilities and replacing solar direct drive (SDD) refrigerators with ILRs (powered along with other health facility loads by electricity) and highlighting O&M and waste management practices
Schedule And Scope Of Work
During the desk review stage, the selected firm is required to also refer to previous studies and assessments conducted in Kenya by UNICEF, SEforALL, and different stakeholders and build upon their findings. UNICEF has conducted facility assessment and market assessment for Kenya which will be shared with the selected bidder for their reference.
