1. SEforALL Background

Sustainable Energy for All (SEforALL) is an international organization working with leaders in government, the private sector and civil society to drive further, faster action toward achievement of Sustainable Development Goal 7 (SDG7), which calls for universal access to sustainable energy by 2030, and the Paris Agreement, which calls for reducing greenhouse gas emissions to limit climate warming to below 2° Celsius. Achieving these goals will require a radical rethink of the way we produce, distribute, and consume energy. SEforALL is at the heart of this foundational shift to ensure no one is left behind. Drawing on data and evidence, we identify a critical path to success in achieving SDG7.

Former UN Secretary-General Ban Ki-moon launched the Sustainable Energy for All initiative in 2011. Now an independent organization, we maintain close links with the UN, including through a relationship agreement, partnerships with UN agencies and with SEforALL's CEO acting as the UN Secretary-General's Special Representative for Sustainable Energy for All and Co-Chair of UN-Energy. These roles include advising the UN Secretary General and his staff on issues relating to sustainable energy and the implementation of SDG7 and supporting the coordination of sustainable energy issues in the United Nations system.

The ambitions of SDG7 are extraordinary. Aiming to achieve them in the context of the Paris Agreement on climate change involves transformation at a scale never undertaken before. Swift action must be taken by Leaders in governments, private sector companies, institutions, financiers, development banks, unions, communities, entrepreneurs, and civil society. As we enter the final decade to achieve SDG7, SEforALL has strategically chosen to strengthen global agenda-setting while expanding its activities to an engagement model that prioritizes data-driven decision-making, partnerships with high-impact countries and implementation on the ground. The new SEforALL three-year business plan outlines “results offers” that scope out our planned interventions and demonstrate to our funding partners the impact of their support.

2. Context

Collaborative efforts between the national and state governments are necessary for large-scale deployment of energy efficiency measures across all segments of the economy. In India, State governments have been mandated to designate a specific agency dedicated to energy efficiency and conservation and urged to develop action plans to achieve the assigned targets.

The Bureau of Energy Efficiency (BEE), in collaboration with the Alliance for an Energy Efficient Economy (AEEE), has developed the State Energy Efficiency Index (SEEI) with 50 indicators across 7 sectors to track progress and guide energy efficiency policies at the state level. The 2021-2022 SEEI report highlights the need to strengthen institutional capacity to implement State Energy efficiency Action Plans and to bridge the gap between demand and supply of energy efficiency solutions through collaboration between State Designated Agencies (SDAs), financial institutions and energy service companies (ESCOs) for large-scale deployment of customized state-level energy efficiency programs.

SEforALL is leading the Mission Efficiency India initiative over the next two years, focused on:

  • Elevating energy efficiency in India, both in institutional and individual agendas, including through innovative outreach and engagement campaigns that showcase people-focused benefits of an “Energy Efficient LiFE”, including through demand flexibility.
  • Supporting energy efficiency in India, to harness India’s national aspirations by supporting energy efficiency strategies and implementation. Identifying ambitious goals will involve sector-specific measures that lay the groundwork for a supportive environment to attract the necessary investments. SEforALL will support the BEE to develop /update / align its national roadmap for doubling EE and support subnational implementation framework development. This includes support for utilities to address demand side management and grid flexibility challenges. The implementation framework support would be with local technical experts providing support to the BEE from SEforALL within the Mission Efficiency initiative to provide in-country support.
  • Investing in energy efficiency in India, including with strategic assistance at the state and utility level to demonstrate and scale up energy efficiency and demand flexibility implementation that leads to tripling of renewable energy and doubling of energy efficiency progress.
The State-level Energy Efficiency Implementation component focuses on assisting at least four Indian states to advance the implementation of State Energy Efficiency Action Plans (SEEAPs), by identify program opportunities, raise awareness, and attract investment, including potential energy conservation funds. The selection of these states will be made in consultation with project partners, potentially leveraging existing initiatives or expressions of interest.

3. Objective

The objective of this TOR is to engage a firm to support the identification, development, and adoption of actions to enhance implementation of SEEAPs in at least four Indian states over 18 months (July 2024- December 2025). The assignment will also seek to improve federal-state coordination and coherence in energy efficiency targets, policies, and programs.
All activities under this assignment are to be conducted in close collaboration with SEforALL and the Mission Efficiency India unit, as well as in ensure close coordination and alignment with the other Component of the Mission Efficiency India initiative.

The main milestones this assignment is expected to contribute towards are:

This workstream involves designing terms of reference, identifying and engaging focal points, defining the scope of work for the group in consultation with participants, and facilitating discussions to advance progress. The selected firm will facilitate effective communication and collaboration among group members, identifying key stakeholders and ensuring their participation.

Milestone 2: Launch of Recommendations for Implementing SEEAPs

The selected firm will liaise with SEforALL, BEE, SDAs and relevant experts to produce a comprehensive package of recommendations tailored to at least four states. This workstream involves conducting research, analyzing data, and drafting the recommendations. The selected firm will also facilitate validation meetings to gather inputs and ensure alignment with stakeholders' priorities and sector gaps. Additionally, the organization will coordinate close with SEforALL, BEE, and – where relevant – the Ministry of Power to announce the recommendations and support their dissemination with target audiences.

Milestone 3: Capacity Building and Project Identification

Authorities and local stakeholders (including financial institutions, ESCOs, and industry players) in at least four States are sensitized on SEEAPs. They collectively identify cost-effective, technically feasible, and financially viable implementation projects in priority sectors (buildings, transport, industry), along with associated investment requirements. This workstream involves conducting state-specific sensitization workshops and communications on SEEAPs, and convening and facilitating public-private forums to identify specific implementation projects and associated financing needs, sources and instruments.

Milestone 4: Establishment Of Large-Scale Programs

At least four States, at their discretion and interest, each establish large-scale state energy efficiency programs to implement SEEAPs, in line with national energy efficiency objectives. This workstream involves conducting energy efficiency and demand-side management potential assessments, identifying specific sectoral opportunities, as well as assisting at least 4 SDAs with program design. The selected firm will support SDAs in validating implementation programs with public and private stakeholders, assisting with technical analysis and evidence to demonstrate the feasibility and benefits of the proposed initiatives.
